Pakistan did make progess during Musharraf's era, but to compare it with this government it needs to complete its term, which I do not think it will for two reasons:
Zardari does not seem to be running the party rather looks like a person who has hijacked it. That is why there is political instability despite Zardari being an elected President.
This government is easily black-mailed and the reason is that they are very poor at handling International issues. Musharraf's government did know how to handle the terrorism issue and speak clearly and strongly about it.
