No. He is wrong. The laws here are very strong. If head of state or any army chief is involved in any type of corruption their arses are hauled to jail from their palaces and they have to face courts. Tax department is also come into picture and yet they slapped another case on their faces for tax evasion on corruption money. 
When laws are that strong, every DNA on earth becomes dead honest. Nothing to do with either gora or kala.
Coming back to Pakistan every 99% rich and elite is corrupt which includes civilian and army both. Those who are supposed to implement the laws are bloody corrupt to the core which includes courts, police, tax department etc. That is the sad story of pakis and Pakistan.
