The NLC and FWO are not army-run businesses. They are government state owned organizations staffed and equipped with a mixture of personnel and equipment seconded to the government from both military and civilian service.

Both organisations are directly accountable to the Government of Pakistan, as are all state-owned organizations in Pakistan. They exist to allow the government to directly leverage military expertise in logistics and engineering.

The reason these two don’t pay taxes is that they are directly funded by taxes, being extensions of the state through the military. They are not profit centres.
