**ISLAMABAD: Pakistan wastes a whopping five to seven billion rupees ($51 to $72 million) every day as a result of inefficiency, corruption and tax shortcomings, the head of the National Accountability Bureau said Thursday.

The NAB chief said the losses come from leaks, corruption and incompetence, tax losses, land grabbing, loans and defaults, overstaffing, energy losses, project delays, cost overruns, administrative costs and foreign exchange outflow.

“There are daily losses of five to seven billion rupees ($51.34 million to $71.88 million),” NAB chairman Fasih Bokhari told a news conference.

But he did not explain how he had calculated the losses in monetary terms to reach this staggering estimate of wastage.

“This is the average data I’m giving you,” he told reporters.

The NAB, which is answerable to the Pakistani president, was accused by the government of making ill-timed allegations ahead of elections.
In the past, the Supreme Court has accused it of being ineffective.

**According to the World Bank, Pakistan’s GDP in 2011 was $211.1 billion, which would make losses of $61 million a day equal to around 10 per cent of GDP.

**The country suffers from a debilitating energy crisis and has one of the lowest tax-to-GDP ratios in the world, estimated at 9.2 per cent of GDP.

**Only 260,000 out of 180 million citizens have paid tax consecutively for the last three years, according to the Federal Board of Revenue (FBR).

Pakistan was ranked 139 out of 174 on Transparency International’s 2012 corruption perceptions index and corruption is considered an endemic problem.

The Center for Investigative Reporting in Pakistan, co-founded by investigative reporter Umar Cheema, said Wednesday that more than 60 per cent of the cabinet and two thirds of federal lawmakers dodged tax payments in 2011.

Lawmakers have their salaries taxed at source, but a spokesman for the FBR said they are required to file tax returns for other sources of income, although agriculture, for example, is exempt.

Of those who did pay, most made only negligible contributions.

The Supreme Court sacked prime minister Yousuf Raza Gilani in June for contempt after refusing to ask Switzerland to reopen graft cases against President Zardari, as part of a power struggle between the judiciary and the government.

A 2007 amnesty allowed 8,000 people, including politicians, to escape charges related to 3,478 cases ranging from murder, embezzlement and abuse of power to write-offs of bank loans worth millions of dollars.

The Supreme Court overturned the amnesty in December 2009.

7 billion daily means 2555 RS per years = 27$ billion bucks.

remind me again what was the total budget of Pakistan last year, did he get this figure from his ... aaho?

If you consider tax evasion as being a form of corruption, then I guess the daily amount can reach the proportions he has pointed out.

NAB as an organization has some purpose, if the chief's job is just to announce the corruption being done and do nothing to stop it. I hereby offer my services to replace him as NAB chief.

well then tax evasion is not corruption, if we consider it corruption then United State has slightly better then Pakistan in terms of tax to GDP ratio of 15.5 vs Pakistan 12.7. America will be the largest corrupt country in the world, Admiral sahab need to check his brain, just saying.

^ Well he clearly mentions "tax losses" as one of the factors in his estimate. If you take out tax evasion from the equation, then, given the size of our economy, 7-billion daily figure seems a bit jacked up.

^ The day Pakistan doubles their tax to GDP ratio, we wont need any external loans. Even India's Tax/GDP ratio is between 15 to 17 %.

Tax to GDP ratio is not the only solution it just made headlines because the great Asad Umar mention in his economical presentation.

even if you take Pakistan ratio to 20% of GDP you still need external loans, evidently shown by any other country developed or not-developed.

I don't really think tax-GDP ratio is comparable across countries. The denominator, GDP is a function of technology and efficiency of the economy. The numerator is a function of taxation policies of the governments. You cannot really compare Tax-GDP ratios across countries and make any meaningful inferences. What you can do is to monitor it for a country across time and see if tax collection has improved over time for that country.

The ratio is also not an indicator of tax evasion either. Again, for a country with huge GDP and little social welfare (USA), the ratio would be lower than a country with greater emphasis on social welfare funded through taxes (United Kingdom). I cannot say that people in USA evade more taxes just because their tax-GDP ratio is much smaller than United Kingdom.

Even if we leave the comparisons, lets consider Pakistan. If the tax to GDP ratio is doubled, wouldnt that improve the economic situation of the country?

How do you go about doubling it? Didn't you just see in the other thread how much tax our law makers and law enforcers pay? Do you know why agricultural income (in an agricultural country like Pakistan) is exempt from tax?

For me, the only way to go about it is to have FBR totally free of political influence and have the remunerations of their top management linked to the amount of tax collected. That is not going to happen anytime soon though. My friend, who was a teacher at a university, paid more tax (teachers' tax is 75% off in Pak) than his father who owned and operated several shops in Liberty Market, Lahore.

At the moment only 260000 people pay taxes in Pakistan, and these would be the salaried persons (at least a big proportion). The taxation system needs to be overhauled to ensure that the people pay their taxes. But change needs to come from the top first, the ministers, parliamentarians, land lords, industrialists all will need to pay. Why should a person earning 40000 pay tax, and those earning crores shy away?

Because no one in Pakistan is ever sent to jail for tax evasion. Everyone knows that even there is an honest taxman and you are caught, you can pay your way out of it.

The corrupt politicians will never ever in their lifetime, create any laws to restrict tax evasion. The current corrupt environment and chaos , goes into their benefit! and the NAB people are only good for making announcements. Two days of shor sharaba and then things die down and the corruption continues ..
