1. remove the cancer factories.
2. Similtaniously offer moderate, non-violent alternatives that directly helps the locals.
3. Build up the tribal communities and combate poverty through these moderate alternatives.
4. Enjoy the seeds you have planted as they will blossom into flowers where weeds of tumors once were. These flowers will support the trees of government who's roots will dig deeper, expand and become more stable as the tumor weeds are eradicated.
