Seems a roundabout way to make hydrogen. He used "hydrogen cells' to generatoe water - I assume they are electrolyzers. These are quite expensive also. He did not clarify of produced hydorgen burnt in ICE engine or fed into fuel cells to generate electricity. (Or maybe he did, but his urdu was a bit tough to keep up with)
