Pakistan: Foreign Faculty Hiring Program

A good idea, let’s hope the HEC manages to launch it properly

Foreign Faculty Hiring Program was approved by CDWP on July 5th 2003 at a cost of Rs 3.285 billion, with a PSDP allocation of Rs. 200 million for the fiscal year 2003-2004.

In essence, it involves the hiring of 300 foreign faculty members per year at public-sector universities. These faculty members (foreign nationals/Pakistani expatriate) will be required to have a Ph.D. degree and excellent communication skills as well as a distinguished teaching and research record.

Emphasis will be placed on hiring foreign faculty members in disciplines relevant to the economic and social development of the country to cope with the critical shortage of qualified faculty in Pakistan. The project will continue for a period of five-years where foreign faculty members will be expected to supervise Ph.D. research work as well as teach at universities.

The project ensures maximum coordination with the “Indigenous Fellowship Scheme for Enhancement of Ph.D. Programmes”, launched by the HEC, by facilitating the human resource requirements of this programme.

Foreign faculty members will be expected to impart a modern and progressive outlook to academic programmes in Pakistani universities, with the latest knowledge in priority areas where expertise is lacking within the country and would set norms of international academic standards to be emulated by local staff. Furthermore, the project will provide linkages between local and foreign institutions, increasing the level of scientific collaboration and cooperation.

In the long term the Foreign Faculty Hiring project aspires to improve the intellectual asset of the country, assisting in the generation of an educated and skilled workforce to enhance the current socio-economic climate.

The HEC intends to implement the preliminary phases of the project at the earliest so that the foreign faculty may be hired and placed in universities for the 2004 Autumn Semester.
