Well I am not engineer but its a common sense that nothing can stop the water but dams. So let say we have 5 dams, 1 on each river and the main purpose is to secure the water when we have situation like now (flood) so we can save water from becoming part of Ocean. Also all of these dams can create more power and put us on better path.
Where we get most of this power from? Mangla and Terbela Dam. Imagine if we had few dams on theway of this flood, we could had stopped the power and force of this monster, could had sme power in summer, could had used that water for irrigation to farther areas. There are so many would had, could had, should had but who cares???

Kalabagh Dam probably would save the Punjab and Sindh province from this flood, but Noshehara Mardan Charsada will be deep 30+feet in the water.

Common sense, if u stop the flow of water(outlet) and there is a huge inlet…
