**ISLAMABAD: Pakistan is eying the Beijing’s proposed huge investment of about $40 billion over the next eight years in the country’s energy, water, coal, roads and other infrastructure projects.

According to the Board of Investment, a sizeable growth will be recorded in the foreign direct investment inflows from the next year’s second half.

The BOI has also established facilitation centers in Islamabad and other provincial capitals to assist small entrepreneurs in setting up their businesses valued less than Rs100 million, Dr Miftah Ismail, special assistant to the prime minister and chairman of BOI, told the media persons on Tuesday.

These offices will facilitate small and medium enterprises through one-window operation in obtaining utility connections and government registration approvals at federal, provincial and district levels. These types of legal and other administrative approval always take time.

“We are working with the provinces on simplification of their laws regarding businesses establishment, as the government wants to encourage business and creation of jobs,” said the chairman.

Business persons who want to establish their businesses will have to first apply to the head office and if they require support in provinces in taking approvals or permits, “Our directors and other officers will fully facilitate them.

This facility is available to investors and entrepreneurs with capital of Rs100 million or less,” he said.

**Dr Ismail **said the investment to gross domestic product ratio decreased substantially to 14 percent in 2013-14 from 19.2 percent in 2007-08 because of lowering local and foreign investments.

The fixed investment to GDP ratio was recorded at 12.4 percent as against 13 percent last year.

Pakistan’s ranking in the World Bank’s ‘Ease of Doing Business’ and on the ‘Global Competitiveness’ has been deteriorating over the last several years.

In ease of doing business, the country’s rank was at 61, which gradually slid to 110 in 2014.

The investment board chief said the board has developed an implementation plan to simplify the procedures and reduce time/cost for investment facilitation and business improvement.

For that, the board is consulting with the finance ministry, Federal Board of Revenue, Securities and Exchange Commission of Pakistan and Employees’ Old-age Benefits Institution.

Besides, said the PM special assistant, the board is focusing on improvement of the five indicators in ease of doing business index, including starting a business, dealing with construction permit, tax payment, trading across borders and enforcing contract.

“We will try to simplify them as much as possible to facilitate investors and save their time.”

He said business regulatory environment is particularly relevant for small and medium enterprises – the key driver of competition, economic growth and job creation, especially in developing countries like Pakistan.

SMEs employ some 80 percent of non-agricultural labor force and contribute about 40 percent towards the gross domestic product.

**ISLAMABAD: **As part of their three-day visit to China, Federal Minister of Planning, Development and Reform Ahsan Iqbal and Punjab Chief Minister Shahbaz Sharif held several meetings to discuss the progress on energy and infrastructure projects of the China-Pakistan Economic Corridor.

The high-powered delegation met with several leading financial institutions. Iqbal said the meetings helped in developing a roadmap for faster execution of economic corridor projects, particularly with reference to the mode of financing.

Almost all the groundwork including land acquisition, policy interventions and other necessary arrangements have been finalised. This will make the investment environment all the more conducive for execution of Early Harvest Projects.

“The projects in the energy sector will help Pakistan overcome shortages and boost economic growth whereas infrastructure and transportation projects will improve connectivity and give a boost to trade between the two countries,” said Iqbal.

“Gwadar is the gateway to the economic corridor and it will be developed into a modern port city,” he said.
He announced that a meeting of the Joint Coordination Committee overseeing the economic corridor would be held in Pakistan by the end of August. The delegation also discussed the agenda for the meeting.

Punjab Chief Minister Shahbaz Sharif also held meetings with the heads of the Chinese corporate sector and emphasised the need for timely execution, quality control, transfer of technology, localising production, joint collaboration, personnel training and community social welfare in projects.

The delegation included Minister of State for Foreign Affairs Tariq Fatemi, Secretary Water and Power Nargis Sethi, Secretary Planning, Development and Reform Hassan Nawaz Tarar and others.

They met with the Chinese National Development and Reform Commission, the China Development Bank, the Industrial and Commercial Bank of China, the Exim Bank, the National Energy Administration and heads of Chinese corporate sector.

A few trillion dollar investment here and a few trillion there. If we believe the PMLN czars Pakistan would be world leader within four years. If there's any truth to their claims they should leave confused khan and his shenanigans. The people will vote for their performance. That's another thing maybe by the end of their tenure there could be roads and some more roads.

Oh wow..

All these are provincial initiatives. Punjab like others get their share from the federal divisible pool as per the formula agreed in 18th amendment. The per capita distributed share for Punjab is the lowest amongst the provinces. Yahan Punjabi Non Punjabi kahan say aa gaya. How this has stopped the other provinces to do something for the public. The globally recognized reality is that Punjab government is the most functional government amongst the provinces. We have better law and order/security situation in Punjab. Here the students can not cheat in exams like other provinces. We have lesser adulteration in Pesticides.. The business confidence in Punjab is highest amongst the provinces in Pakistan. No wonder Punjab has set a target of 8% GDP growth now.

The transformation is not taking place in Lahore only.. From Multan to Pindi the government is actually doing something. The sanitation facilities are much improved in all big and small cities. If you visit Kasur now.. it is one of the cleanest cities in Punjab.. Previously in the past it used to dirtiest. The pedestrian walk areas and green belts in Kasur are some of the finest in Punjab today. Multan and Pindi is getting Metro Bus. Faisalabad will soon follow. Punjab is putting up major power plants through PPBD initiatives.

From dengue to flood disaster. From Ramzan price controls to supervision and timely completion of projects. We are lucky to have a pro active CM. Everything is not perfect.. but the level of effort is a reality..

KARACHI: Nishat Chunian Limited signed a letter of interest (LoI) issued by the Punjab Power Development Board (PPDB) for setting up 660 megawatts of coal-based power project in Jhang, The News learnt on Wednesday.

It did as a main sponsor on behalf of a consortium, comprising of Nihsat Chunain Limited, DG Khan Cement Company Limited and Adamjee Insurance Company Limited.

Earlier in May 2014, Nishat Power Limited had signed a LoI issued by PPDB for setting up 660 MW coal-combusted power project in Jhang on behalf of a consortium of Nihsat Mills Limited, Lalpir Power Limited and Pakgen Power Limited.

Sources in PPDB said that the board had quoted the notional project cost at $1.2 million per MW.

The Energy Department, Punjab would help in land acquisition for two 660 MW of coal-fired power plants. For this purpose, a land has already been reserved.

Pakistan Railway Authority, Karachi Port Trust and Port Qasim Authority have been onboard since the initiation of the project. The provincial government is finalising a comprehensive and approved logistics plan, said the sources.

Pakistan is facing substantial power shortages. In Punjab alone, there is a demand-supply gap of about 4,000 MW, which is increasing at a rate of six percent per annum.

Accounting for 68 percent of the consumption of generated electricity and gas in the country, the province is the worst affected and has to endure both power and gas load shedding with adverse social and economic consequences.

Following the 18th amendment to the Constitution of Pakistan, the provinces are now vested with full authority to develop power projects of any capacity through public or private sectors and establish required regulatory framework.

In view of the lingering energy crisis and opportunity provided by the new enabling framework, the government of Punjab decided to play a pro-active role in the energy sector.

An independent energy department has accordingly been established to vigorously pursue power generation and oil and gas projects in the province, said the sources.

Please go and visit aKarachi also where road have not been cleaned for ages. Every electricity pole is decorated with the flag of some political party. Every curb stone and road divider is has some sort of political demand written on it. There is no concept of plantation on green belts. there is no concept of traffic police actually doing their job. Nobody stops at traffic lights. If some law abiding citizen actually stops at a traffic light.. immediately some thug will point a gun and snatch mobile phone, wallet and watch. Let's be a little thankful and actually give some appreciation where it's due.

In Lahore if you go around late at night.. you will see these big machines washing the roads. You can see how the green belts are maintained. Early morning if you go on ring road towards Mehmood Boti.. you can see hundreds of garbage collection trucks leaving the site to bring garbage to dumping site. You will see a few km long line of these trucks.

A sane person like you should not become a denier of realities in support of your political affiliation.

This I agree with, Sindh is doomed for eternity with QAS as lifetime CM who will soon need few assistants to carry him in a chair, who will give statements like 'sayeen yahan to log har saal martay hayn, iss baar bhi mar gaye to konsi qayamat aa gayee'. Urban areas of Sindh are torn apart with struggle between PPP and MQM. Will see what Pervez Khattak can pull for the KPK but I doubt he is much proactive for cleaning up of the province from dirt to criminal. Unfortunately Baluchistan is a story which will probably never unfold as we will never be able to focus on its development other than extraction of gas and development (and securing) of pipeline of the same.
