Almost all intelligence points to Mullah Omar in Quetta.
In 2006 USA fired a missile from a drone and nearly killed Zawahiri.
So Osama and Gang are for sure in Pakistani tribal areas.
With Zero control by our government in these areas....its a safe area for Mullah Omar to operate

So why can't Pakistan increase its conventional potential
I think USA has to treat Pakistan like China does....
China gives Pakistan weapons and helps out in other areas and USA has to do the same
Thats besides the point. The fact is that the aid which was given by US to Pak to fight the war on terror was used to build a conventional arsenal against India. Things might have been better if the money was used for what it was intended for.

USA and Pak have an agreement in which they can only target those areas which are not under Pakistani Army control. Quetta is under Pakistani Army control but they fear turning Balochistan into another front.

The problem for Pakistan is the Pakistani Taliban and Meshud and their Al Qaeda allies.
Al Qaeda has given up trying to control Afghanistan and now want to expand their sanctuaries in Pakistan and are using the Pakistani Taliban to do that.
