Obviously Nawaz do not care for poor of Pakistan or those who got affected from flood. For Nawaz, he would dish out political statements without caring what happens to Pakistanis affected from flood. As long as Nawaz gets his share of flesh, it does not matter to Nawaz if unfortunate people affected by flood live or die. Nawaz knows that he caused so much trust deficit amongst Pakistanis and foreign financial institutions towards Pakistani politicians in power that it would be very difficult for Zardari government to collect donations or even borrow for flood victims … hence all these political statements (that can sell nicely with people having super-ego and not affected by flood, plus self-centred Taliban supporters).
Nawaz Shareef is BaiSharam and Baighairat who economically harmed Pakistan more than anyone. Nawaz talks about Pakistani resources when fact is that Pakistan lacks resources to deal with such calamity, especially due to corruption by people like Nawaz but this baisharam do not even care. Nawaz is the biggest looter of Pakistani resources, bigger than Zardari. He is main cause of creating ‘No trust’ situation for Pakistanis and foreigners on Pakistani political governments.
Disappearance of all donations from ‘Qaraz uttaro Mulk Sanwaro’ scheme and ‘freezing of dollar bank accounts (while all dollars from his own account and account of his close cronies were withdrawn hour earlier, some even after freezing of account)’ were classic examples how thug like Nawaz loots Pakistanis using various methods that caused trust deficit for any Pakistan political governments causing present Zardari government an impossible task to raise local/foreign resources.
Today mistrust on political government is such that no one wants to contribute to Prime Minister ‘flood fund’ in contrast to military government when ‘President earth-quake fund’ received billions in contribution.
Further, Nawaz also sacred foreign institutions giving loan to Pakistan that would further cause difficulty for present government to gather funds even on loan. For instance, Nawaz looting Pakistani resources was such that apart of taking commissions, not paying any taxes, changing Pakistani laws to loot and plunder, destroying Pakistan ship salvage industry for personal benefit, changing laws to smuggle cars legally, grabbing/stealing government and private lands/plots, bribing institutions including judiciary for personal gain, taking bribes whenever possible, nepotism, looting treasury directly, becoming biggest defaulter who looted Pakistani banks (indirectly looting savings of poor) … Nawaz also made Pakistan a defaulter country (twice … that is in 1998 and 1999), a distinction that very few world countries earned (became a known defaulter country). Nawaz made Pakistan only Muslim country and only country from Asia/Africa that ever defaulted making Pakistan a very unsecure country for lenders.

Pakistan defaulted in November 1998 (interest payment default on $1.6 billion debt) and defaulted again in 1999:
The country missed an interest payment but dealt with the default subsequently within a grace period. However it defaulted again and resolved this default using a distressed debt exchange, completed in 1999.
