Off course it applies between regions. Having bigger population does mean bigger number of powerful people who abuse the weak regardless of backgrounds. Millions who suffer in Punjab are also due to powerful Punjabis so my point is that weak and poor are suffering due to weak judicial system, corrupt system etc and all Pakistanis are equally responsible for this failure.
