KACHA PUKA, Pakistan — Two burqa-clad suicide bombers attacked people who had fled a Pakistani offensive against the Taliban close to the Afghan border, killing 41 as they lined up Saturday to register for food and other relief supplies.
The victims were among around 200,000 people to have left Orakzai since the end of last year, when the Pakistan army began offensive ground and air operations against militants based in the remote, tribally administered region.
The registration point in Kohat region was managed by the local administration, but sometimes used by foreign humanitarian groups, including the World Food Program, to deliver aid. There was no claim of responsibility, which is not unusual when bomb attacks kill ordinary Pakistani citizens.
The United Nations said it was temporarily suspending work helping displaced people in Kohat and neighboring Hangu as a result of the attack.
Al-Qaida and Taliban militants based in the northwest have carried out near-daily attacks over the last 18 months in Pakistan, seeking to overthrow its Western-allied government and stop it from fighting them. The blasts have killed several thousand people, but not deterred the army.
Most of the attacks are directed at security or government installations, but civilian targets have also been hit.
The registration point — essentially a small building in a dusty field — may have been hit to persuade people not to have any contact with the local administration or foreign relief groups.
The bombers were disguised in burqas, the all-encompassing veil worn by conservative Muslim women in parts of Afghanistan and Pakistan, allowing them to get close to the building without arousing suspicion, said police officer Abdullah Khan.
They struck within minutes of each other, with the second blast the bigger and more deadly.
An Associated Press photographer at the distribution point in Kacha Puka saw pools of blood, body parts and caps and shoes littering the dusty floor.
Government official Dilawar Khan Bangash said 41 people were killed and 62 were wounded in the attack.
The tempo of the operations in Orakzai has picked up since March, with frequent aerial bombardment. Nearly 50,000 people have left in the last month.
There have been fewer bombings in major cities outside of the northwest during the first three months of this year compared with late last year. The slowdown follows a major offensive in the South Waziristan tribal region, where many militants had been based.
Meanwhile, the Pakistani army admitted that civilians were killed in an airstrike last Saturday in the northwest that supposedly targeted militants. It did not say how many had died, but apologized — something that could help reduce anger among local tribes, whose support it needs to defeat the militants.
In a brief statement, army chief Gen. Ashfaq Parvez Kayani said he had ordered measures be taken to avoid such “unfortunate incidents” in the future. It mentioned the name of the tribe which lost members in the air strike.
Khanan Gul Khan, who lost four relatives in the attack, said he accepted the apology.
“The dead cannot come back, but we are happy that it has been acknowledged on the highest level that we are not terrorists,” he said.
The Pakistani military regularly claims to have killed many militants in airstrikes, shellings and ground operations in the northwest, but rarely mentions civilian deaths. It is unclear whether few such deaths occur, or if the army simply does not report them.
Independent accounts of army operations in the tribal regions are extremely rare. Much of the area is still controlled by militants and is out of bounds for reporters.

The Lashkar-e-Jhangvi’s Al-Aalmi group has reportedly claimed responsibility for the bombings, and cited the presence of Shias at the IDP camp as the reason for the attack.

For those who remember the Afghani taleban govt fondly, this is one organization that Afghani Taleban are responsible for nurturing and protecting prior to 9/11.

They provided sanctuary and training grounds to Lashkar-e-Jhangvi

The LJ, much like jihadi groups such as Jaish-e-Mohammed and Harkatul Mujahideen, found Taliban-ruled Afghanistan convenient for training its members as well as a safe haven after a major operation had been carried out in Pakistan. They were, in fact, accorded de facto diplomatic status by the Taliban, who had given them the Wizarat-i-Uzma building in Kabul for office purposes. LJ activists, along with Jaish-e-Mohammed and Harkatul Mujahideen members, received training at various camps, including one at Sarobi dam, which was exclusively in the LJ’s use. Basra, as an experienced hand, was actively involved both in the training of activists and their recruitment in Pakistan. He had more or less taken up residence in Afghanistan for several years: police records state that he lived in the Kabul locality of Zainab Cinema alongwith his wife and that he was spotted in Pakistan on only a couple of occasions since 1999. Like other hard-core criminals of his ilk, his existence in Pakistan was itinerant, sleeping at a langar one night, taking shelter in a masjid the next, and always moving from one town to another.

And they refused to hand over terrorists when the Pakistan govt demanded them.

ISLAMABAD, Jan 23 (UNI) — Differences between Pakistan’s military regime and the Taliban of Afghanistan have come to the fore with Kabul refusing to extradite around 60 terrorists involved in sectarian violence in Pakistan.

Despite repeated requests by Pakistan’s Interior Ministry to the Taliban government to extradite the terrorists, Afghanistan has not responded positively, the Friday Times has reported.

The Chief Executive, Gen Pervez Musharraf, has asked the Interior Minister, Lieut-Gen Moinuddin Haider, to rush to Kabul to persuade the Taliban to deport the terrorists.

Pakistan has already submitted to Kabul a list of 60 terrorists who have taken refuge in Afghanistan. The terrorists escaped to Afghanistan after indulging in sectarian killings in Pakistan.

The Taliban regime recently conveyed to the Pakistani authorities that there was no question of handing over any fugitive to Pakistan.

The newspaper said the military regime was interested primarily in the extradition of 24 terrorists belonging to the Lashkar-e-Jhangvi, a viciously anti-Shia outfit. Almost all terrorists who have taken refuge in Afghanistan belong to the Lashkar-e-Jhangvi. The terrorists carry a cash award of Rs 20 million.

The newspaper said the Taliban militia was staunchly anti-Shia. The Lashkar-e-Jhangvi terrorists, who were mainly operating from Afghanistan, were trying to expand their network inside Pakistan and might go for major operations.

this also points to how wrong the picture of suicide bombers being some kind of villager responding to brother/sister/wife being killed in drone attack, designing a suicide jacket and going and blowing oneself up randomly.

a certain group of people, with strong connections to the (afghani) taliban, have always thought that it was fine to indiscriminately kill people. this jhangvi group, which originates in an area far away from being influenced by drone attacks or musharrafs uturn, have been doing this a while, are probably as prolific with killing civilians as ttp.

Interestingly the LeJ has forged a strong operational relationship with the Islamic Movement of Uzbekistan (IMU). These links were forged in Afghanistan when both organizations were fighting the Northern Alliance on behalf of the Taliban. Further and more recent evidence pointing to a strong relationship emerged form investigations into LeJ’s endeavors to train female suicide bombers to attack the female quarters of Shi’a mosques. Pakistani intelligence reports have allegedly revealed that Aziza, a woman cadre of IMU has been imparting fidayeen training.

a few weeks ago a report emerged alledgedly from tta, it was a re-assurance to india that tta would work with them post war scenario. i took from that report that they do not support sectarianism either.

if there was a magic wand to finnish this american led war first, that would be nice but i wouldnt hesitate to bring back hostilities if these groups worked on a sectarian agenda.

TTP claim responsibility for Kohat attack

KOHAT: A suicide bomber rammed his explosives-laden vehicle into the boundary wall of a police station in Kohat, killing seven civilians, including an infant, on Sunday.

Nine security officials — two personnel of the Frontier Constabulary and seven policemen — were among 31 people injured in the attack. Three women passers-by also suffered injuries.

All the injured were taken to the KDA Divisional Headquarters Hospital and Women and Children Hospital.

Tehrik-i-Taliban Pakistan (Waziristan) spokesman Qari Hussain claimed responsibility for the attack in a telephonic message. He said the vehicle had accidentally exploded near the Bilitang police station, adding that the actual target were security forces in the Kohat Cantonment.

Abdullah Khan, Deputy Inspector of Police, Kohat region, told newsmen that the vehicle used in the attack carried 250kg of explosives.

The vehicle hit a tractor parked near the wall of the police station. The blast flattened the building of the police station and a nearby school and also damaged four vehicles.
