Same reason they could not find OBL for over a decade.

They cannot find the exact location of everything, anytime they want.

So they knew a truck was coming and it travelled all the way from Paksitan to Afghanistan and they couldnt trace it. Just goes to show how vigilant they are, they couldnt even monitor all the traffice entregin from Paksitan which wouldnt be that huge considering the war.
