Pakistan among 10 Most Dysfunctional Countries

WASHINGTON: Pakistan features among the world’s 10 most dysfunctional countries, according to an annual survey released on Monday.

The “Failed States Index” places Pakistan in the ninth slot – moving it three notches up from its last year’s position as the 12th most failed state of the world.

Seven of the most dysfunctional countries are in sub-Saharan Africa, largely due to continuing conflict either in Somalia or in Sudan’s Darfur region.

The top 10, in order, are Somalia, Sudan, Zimbabwe, Chad, Iraq, Congo, Afghanistan, Ivory Coast, Pakistan and the Central African Republic. The index is compiled annually by the independent magazine Foreign Policy and Fund for Peace, an independent research organisation. ap

This is a new listing released for the year 2007. If you would note most of the top 10 countries are in Africa torn by years of war. Then there are Iraq and Afghanistan where “war on terror” is being waged. Pakistan has jumped 3 points to take a spot in top 10 from last years 12th position of most failed countries. We are dropping down in ratings in all fronts and making a list of failures in the world.

don't give any credence to this sorta reports. waste of time and money, this kinda studies. How about USA stopping weapon sales to both sides of every war? then may be the small countries won't be so disfunctional

How can you not give credence to such reports when we already know that large parts of the country are not even under the control of any government, whether central, regional, or local?

One and only action point is to take back control of these areas from such groups. The means to do so can be made available if there is any will.

French school and cultural centre closed in Islamabad

ISLAMABAD: France decided to close down its French school and renowned cultural centre for an indefinite period due to security reasons, diplomatic sources told Daily Times on Tuesday.

“The decision was taken by the French embassy a fortnight ago and both the school and the cultural centre were asked to quietly pull down shutters,” the sources said.

French Ministry: Sources said the embassy was asked by the French Foreign Ministry to close both the facilities due to the worsening law and order. The French also feared attacks on their installations as it prepares to send 700 additional troops in Afghanistan to join the NATO/ISAF forces battling insurgency in Afghanistan. The school located in the high security Diplomatic Enclave was scheduled to close for summer break on June 21, but the embassy decided an earlier closure after the attack on the Danish embassy.

The Alliance Francaise cultural centre, situated in F-7/2 sector “has been closed down as it is very close to the Belgian embassy and a UN agency”, the sources said. “Experts informed the board of governors in a meeting that in case of an attack on the Danish embassy or the UN building, the building of the centre would also be destroyed,” sources said.

The board of governors of the centre met on Tuesday evening and decided to continue French language classes in a school in F-8. They also discussed the possibility of relocating the centre to the Diplomatic Enclave to provide better security. French embassy spokesman Adrien Arbouche was not available for his comments on the closure of the school and the cultural centre. Earlier both the school and the centre were closed down for one year in 2002 when terrorist attacked the Convent school in Murree.

The Filed State Index is compiled from gathering data from different indicators.

Pakistan's** Economy** was still rated strong and is in the Top 10 among these 60 most failed countries in the world.

But Pakistan is only behind Somalia and Sudan in "Factionalized Elites" i.e fragment of Ruling Elites and state institutions along group lines; and use of nationalistic political rhetoric by these elites, often in terms of communal support.

Pakistan also scores at the bottom when it comes to the group grievances , security **and the **external intervention.

What has changed in “law and order” in past few days? Other than some extremists doing suicide bombing here and there every few weeks, its not like people are coming to streets every other day or if there is a bombing going on every other day. Acts like these (shutting down institutions) is only going to help extremists and not strengthening society, thank you France :hoonh:

For 2007 it made some sense when there were marches going on for CJ, suicide bombings more frequently, Lal Masjid saga, May 12 mayhem etc. I believe this "ranking" will get better for this year Inshallah.

Everything has changed and intelligent people everywhere know it. Pakistan has lost whatever focus it had before and is slowly losing control due to lack of strong leadership and nonexistent policy to deal with threats.

No one has any confidence in the ability of the PPP led government to help keep the law and order situation under control. Too many chefs in the kitchen.

^ to bhai mere bata do naa ke kitnay dhamakay ho gaye hayn? I just visited the "Peshawar in seige" thread, may be that was behind the decision to close this institution but the article in question doesn't really tell what situation really changed to warrant the closure. Did they close when Lal Masjid saga took place?

If you would look at the indicators that they compile the data from, Pakistan can not get better in its ratings for some years. It involves indicators like external intervention, local secure environment, political status, displacement of refugees, Flight from the country to other countries, country being ruled by a handful of elites, division among communal lines etc. I don't see any improvement in these during this year or anywhere in the near future.

For these factors I don't know how Pakistan fares worse compared to Myanmar, Cuba, Swaziland and many other countries.

All of them are in the list. Pakistan fares much better in economic terms against many. Swaziland shouldn't be the comparison for Pakistan. The country has a meager population of 1 million, is an absolute monarchy and depends on foriegn aid from South Africa.

Again isn't the major responsibility lies on Mush after all he is ruling the counntry for the last 10 years. You can not blame this for infant caolition government, except MQM being also part of Mush's earlier government.

Of course they'll be in the list, what I meant is that these countries should be worse than Pakistan, not better.

Its frustrating man. I just want to go and punch the writer of this article in the gonad. Me doing that will render him without the ability to procreate. No more little him's, and he would think twice about writing something like that again. Win win situation hai.
