^^ Noop. It is an old news. The deal was signed in 2005. Pakistan is buying old model Chinese frigates Jianghu class (Type 053H).
Even Chinese Navy doesn't want to buy these anymore. So China will sell the blue prints of this retired model to Pakistan.
Pakistan is paying $600 to $750 million for 4 frigates.

Pakistan is supposed to license manufacture them but I don't think we have the industrial structure to completely make whole ships yet. Even the Agostas that Pakistan made had their engines etc come from France and the hull was made for a cheaper price in pakistan.

Even China doesn't have the technology. Read up on F-22P. It has Russian 76mm gun. Pak Navy doesn't trust 100mm Chinese gun on this Frigate. The same goes for SAM and other missiles. China reverse engineered French Crotale and named it HQ-7.
Pakistan will pay $600 to $750 million of hard earned money and buy the hull design for one frigate.

^^ Thats an overkill. +the Saudis are only going to buy them, not manufacture them. So, we wouldn't have much chance of getting a manufacturing license from the French, which provides more local jobs & experience in ship-building.

I believe Saudis had a plan for some "license manufacturing" [makings hulls like us]. With the upcoming Gawadar port, we need some presence in the sea and corvettes would be preferred choice considering frigates and destroyers are much expensive and out of reach of PN's budget.
PS Negotiations with saudis and french shouldn't hurt.
