If u have a NICOP or POC - u dont require a visa to travel to Pakistan, with that card u get visa free entry on ur US Passport.
Now on NADRA website there is also an option of applying online may be it will take less time.Anyhow i got mine in 20 days when I was in Pakistan but for applying in pakistan one must be present him/herself in NADRA swift centre.

Visa costs $10 for 30 days?.
POC costs $100 for 10 years card.
I went to PK on Visa twice & then got the NICOP sorted, keep in mind that u can have NICOP only if u can hold dual or multi citizenships. For me NICOP is the best choice, particularly if just wanna get up & go to PK I dont need to arrange a visa/pakistani passport in next 10 years.
That is exactly how much I paid for NICOP when I applied from Indonesia. It took less than 2 months to get the NICOP. Actually, after applying I went to Pakistan after a couple of weeks and checked with NADRA there and found that NICOP cards had already been generated. We had to pick them up from the Pakistani embassy in Jakarta. However, NICOP is not only for dual-nationals; any Pakistani (dual-national or not) living out of Pakistan should have NICOP.
