i think to have a mass transit system, you need tonnes of money which is unfortunately not there. buildings are there, make some renovations and they are fine. railways needs water, electricity, diesel, locomotives and sufficient number of coaches and locomotives to run an efficient railway system.
platforms/buildings must be the least of the priorities.**
