Pagal khana should now be considered an obsolete term, but common folks would still use it becasue they dont care about being politically correct.
Niether it is called pagal khana officially. It is along the lines

Nor it is mental hospital in english. It is something like Pakistan Institute for Psychological treatment.

shifa khana is the term doctors have always used in Pakistan. Pagal khana is term made popular by our over dramatic dramas and desi movies in general.
Urdu has descriptions for many things but it isn't used properly.
Another example of a bad use of the language is the word for federal employees. You ask someone who works for the federal government in urdu and they will say I WORK FOR THE SARKAR. There is no other way to say it. Usually people get around it by saying FEDERAL GOVERNMENT in english

in arabic it is called as mustashfa (meaning hospital, or shifa khana) "al-tib al-nafsi"....

its about compassion and care for the mentally ill.
nothing less and nothing more. sad thing is people are quick to kick up dirt or take every topic non seirously and in a very non chalant attitude. but what it does is set the precedent of uncaring people, communities and nation.
there is no time and a place for joskter attitude regarding people who have mental illnness and are already alone and vulnerable. but some people will make fun of mentally ill people, in very ways. what are your thoughts on that.
