Can a POC (Pakistan Origin Card) holder own a gun in Pakistan?
Any pakistani citizen can own a gun, don't know about POC holders.

LP, license aj kal band hain even for Pakistani citizens for last 3 years, POC walon ke liye bhi band hain.. albata yes you can own a gun under license.. but you’ll need to obtain “Carry Permit” to take the arms with you..
Note: Arms license band hain is liye jisko tapkana hai uski supari de ker tapka lein..

Jee pehle bhi and ab bhi, infact Pakistani retired politicians bhi POC ki category me shamil hojate hote hain retirement ke baad.. 
and unke liye MNA and MPA ka quota bhi alag se hai, so wo kabhi bhi license hasil ker sakte hain..

Retired politicians kyon POC mai aatay hain? Aren’t they Pakistani citizens?
they gets dual nationalities..
They are.. but they cant apply for government job OR participate in elections.. they’ve to withdraw from foreign nationality to do so..

You said retired politicians POC category mai aatay hain because they have dual nationalities. Dual means aik Pakistani aur aik koe aur. Since they already have Pakistani nationality why do they come under the POC category?
kyunke jab wo dual nationality holder ban jate hain to wo license normal citizens ki tarha nahi banwa sakte.. BUT, jab tak wo dual nationality holder nahi hojate, tab tak wo MNA and MPA ke quota se hi banwa chuke hote hain kyunke unhein maloom hota hai baad me license normally nahi milna.. and also, unke liye mamnuaan-bore(prohibited-bore) ki bhi koi pabandi nahi hoti..
