^ your luteal phase is on average 13-15 days. any less or more and you are likely having ovulation issues and should see a doctor. even if your ovulation is delayed, the length your luteal phase doesn’t change, so even if your ovulation delayed to day 22,* if* your luteal phase is 14 days, then your period will arrive 14 days from the 23rd day of your cycle. do you know if your luteal phase is normally 14 days?

That’s not true. A luteal phase can range anywhere from 10-16 days and it’s perfectly normal and does not indicate ovulation issues. Lots of women have a luteal phase of only 10-11 days and go on to have healthy pregnancies. But a luteal phase should not change and is constant for every woman give or take a day or two.
