I dont have either of them, how can I obtain a NICOP - may be a pakistani birth certificate would help right?

Regional Pakistani Consulate can help you with filing for NICOP or you can visit Pakistani Consulate’s website and download the application, fill it sign it and mail it. You have plenty of time, so you could get your NICOP before election.
