You do it via mail/Pakistan post, ofcourse you have to be a registered voter to do so.
But this step is revolutionary in my honest opinion. I'll see if I could dig more information on how to go about it.

**15- About voting by Overseas Pakistani through postal ballot, the ECP decided to review existing process of postal ballot and propose specific modalities to be followed for the completion of all the processes/steps involved within a reasonable time limit so that no delay should be caused in announcement of elections by the Returning Officers as per election schedule. Legal amendments will also be proposed to enable the Overseas Pakistanis to cast their vote by postal ballot.
My guess is you’ll have to wait for the next press release detailing the method to send by postal vote … It will probably come through before or around April 2012 giving a month before May 2012 ..

Ok people..anotha question. I need to make NICOP card..and my pakistani passport expired long time ago. Do i need to have pakistani passport in order to get Nicop????..

Yes Pakistani birth certificate and even old Id card (shanakhti caaaaard) might help.

If you were born abroad then you need your parents ID cards to create your own. Then with the card and a valid national passport of your resident country, you do not need a visa and there is no point making a Pak passport or renewing it.

If you were born in Pak then your Pak ID will be necessary. In my mum's case her pak birth cert was never made and she came to UK before her ID card age. She had to take Pak citizenship through spouse ... i.e. my dad ... LOL.
You can also get it done from your parents ID cards ... They must have machine readable ones to make it easier.

Regional Pakistani Consulate can help you with filing for NICOP or you can visit Pakistani Consulate's website and download the application, fill it sign it and mail it. You have plenty of time, so you could get your NICOP before election.
