1 - The Imam usually gives a khutba in english before the 2 rakat. That english khutba can start at the appointed namaz time (in your case 8am) or it can start before 8am, most masajids do it 15-30minutes before appointed time..It is not obligatory. As for the (arabic) khutba after 2rakat, that is obligatory. If one does not listen to that khutba, the namaz will not count.
2 - Women reading outside in a tent is your problem, deal with it. Go to the shura and complain. Maybe use your brain a little, they didn’t have space? Women coming to that masjid only started not long ago? - edit - sorry if wrote in a negative way or tone..
As for the plans, work and whatnot, yes the masjid and Imam should think about the community and plan out their activities.
Duas… if people have no patience for duas, then why bother coming to the masjid? I would love if the imam made 1hour duas.. It usually is around 1hr every khatam-ul-quran night… so dunno what those people are complaining about.
