Hey, I am a Czech student from the German school in Prague. Next week I am attending a very important international project where students simulate the UN. Our school represents Pakistan and the topic of my committee is overfishing.
Is there anyone who could help me, please? I have read some articles on the topic, but still I don´t understand how the Pakistani government acts in this case - are there any laws to prevent the overfishing and stop the increasing impoverishment of local fishermen who, as I learned, don´t have enough work due to the foreign trawlers?
Is there any international cooperation in order to change the situation?
I suppose, that the government can use the money which foreign trawlers can offer them, but is this money used in other fields or does it help the fishermen?
Why can the foreign trawlers fish in areas which are exclusive only for locals, without any penalties?
Is there already some law that would regulate or even ban trawlers which seriously harm the environment?

maybe your opinion could help me :) how do you think overfishing can be prevented, with regard to Pakistan - I need to find a solution, which Pakistan could agree with.
From what I have learned the foreign trawlers are important because they can offer money, on which the government is dependant. That is why the foreign trawlers are not punished if they cross the zone for local fishermen, or cross the law (or some regulation, i don't know... 0:)) in any other way. The government offers the foreign trawlers considerable advantages in return for the investments.
Therefore, in my resolution I want to point out, that Pakistan wouldn't support a total combating of foreign trawlers.
Do you think it really is so?
Maybe they can rise the fees for fishing in the waters belonging to P., I know that that would mean loosing some investors, but the Government could use the money for modernising the local fisheries, so local fishermen can compete with the foreign ones. Another advantage would be, that the natural balance of fish stock ect., which is now destroyed by the overfishing, could be restored again, at least in some extent.
The next point would be some cooperation of local and foreign fishermen. Maybe there yould be some agreement or even a law, according to which foreign trawlers would obliged to hire a given percentage of local fishermen.

unfortunately the resolution has to be ready tomorrow, at the latest, so there is not much time left for further research. What I need are some laws, treaties, existing cooperations and resolutions or regulations with which I could support my resolution. I can't find anything of that regarding overfishing... :(
