Orphan - when independent?

In Quran, Allah (swt) syas:

**So islamically, whats the age when a person attain his maturity. In other words above what age or under what circumstances an orphen cannot be considered as an orphan any more and should be allowed to make his own decisions??

The age of the country in which they live maybe? I know in Islam one is an "adult" when they hit puberty...

Usually, puberty starts between age 8 and 13 in girls and age 10 and 15 in boys. so is it safe to say that an 18 year old person should not considered as an orpan but an independent person?

I would guess maturity = once they've reached puberty.

But now we've got this "teenage" culture where people past puberty are still not indendent emotionally, mentally, cognitively, physically, sexually, etc. So its hard to say...maybe its culture dependent?

even if its culture dependent can we call a grown up person a orphan?
