Orphan - when independent?

In Quran, Allah (swt) syas:

[17:34] And draw not near to the property of the orphan except in a goodly way till he attains his maturity and fulfill the promise…

[18:82] And as for the wall, it belonged to two orphan boys in the city, and there was beneath it a treasure belonging to them, and their father was a righteous man; so your Lord desired that they should attain their maturity and take out their treasure, …

[6:152] And do not approach the property of the orphan except in the best manner until he attains his maturity, and give full measure and weight with justice-- We do not impose on any soul a duty except to the extent of its ability; …

[4:6] And test the orphans until they attain puberty; then if you find in them maturity of intellect, make over to them their property, and do not consume it extravagantly and hastily, lest they attain to full age; …

**So islamically, whats the age when a person attain his maturity. In other words above what age or under what circumstances an orphen cannot be considered as an orphan any more and should be allowed to make his own decisions??

The age of the country in which they live maybe? I know in Islam one is an "adult" when they hit puberty...

Usually, puberty starts between age 8 and 13 in girls and age 10 and 15 in boys. so is it safe to say that an 18 year old person should not considered as an orpan but an independent person?

I would guess maturity = once they've reached puberty.

But now we've got this "teenage" culture where people past puberty are still not indendent emotionally, mentally, cognitively, physically, sexually, etc. So its hard to say...maybe its culture dependent?
