CJ have nothing to do with emergency, neither he have any powers as such. There are only two ways of declaring emergency according to Constitution:

  1. Provincial Assembly pass a resolution asking Federal government to impose emergency.

  2. President on the advise of PM (after 18 amendment), in this case President have to get authorization in 10 days from both houses of Parliament & Senate

now can you care to explain what the freak CJ said, i will take it as the comments are not correctly reported.
Secondly CJ keep calling Yousaf Gillani as Prime Minister again n again, so it mean CJ still think he is Prime Minister?
