Who decide not to go the CPA-route? what’s the highest level they can reach and their highest earning potential without the license? are there any other exams they can take?

100% honest advice, if you have had major in accounting, then dont waste your skills take a break at least for one year and prepare yourself for CPA certification.
If CPA certification is impossible, then try to learn SAP FI-CO module. It is one of the highest paying job anyone can dream at current time.
Edit: I mean, FI-CO functional consultant. the one who does all configuration in SAP provided accounting system like company code/ar/ap etc.

yes i have also heard that CPA is quite difficult :)
