POST:
Laboratory Manager

JOB DESCRIPTION:
The Laboratory Manager is responsible for the management of the Environmental and Public Health Laboratory and the analysis of seawater, wastewater, groundwater, hazardous waste, soil and food samples. Coordinates with the Water & Waste Section Head in sampling and reporting activities and performs data interpretation, quality control, and acts as a technical advisor in laboratory analysis. Experience in modern methods of chemical and microbiological analysis and instrumental analytical chemistry is essential. Experience of most of the following techniques is required: AA, ICP-MS, GC/MS, GC, ion chromatography, HPLC, TOC, UV/VIS and IR Spectrometry. Familiarity with US EPA analytical and QA/QC procedures and AWWA Standard Methods for Water and Wastewater Analysis is essential. The Laboratory Manager shall also follow modern developments in laboratory analysis with a view of improving laboratory efficiency. Shall be responsible for ensuring the environmental laboratory is fully functional and that supplies of consumables and spares are properly maintained at adequate levels. He shall be familiar in various sources of instrumentation, chemicals and consumable items. Shall be responsible for the training and developing technique and skills of other laboratory staff.

QUALIFICATION:
Shall be a degree holder, preferably a higher degree from an accredited U.S. or Western European University in Chemistry or Analytical Chemistry (or similar scientific discipline).

EXPERIENCE:
Shall have a minimum of five years working experience in an environmental/public health laboratory. A minimum of three years supervisory experience is required, good writing skills and fluency in both written and spoken English is a must.

Air Quality/Met. Section Head

JOB DESCRIPTION:
The Air Quality/Meteorology Section Head leads a group of scientists and technicians who are responsible for the operation of the air quality / meteorological monitoring network and the associated computer data management center. Duties also include monitoring industrial compliance with the air emission regulations, air dispersion modeling, and technical reporting. Provides technical advice to the Royal Commission on ambient air quality, air emissions from industrial processes, pollution control measures and impact of pollution incidents. Familiarity with USA or European air pollution is essential. Shall be responsible for the training and developing techniques and skills of other staff in the Air Section.

QUALIFICATION:
Shall be a Master’s Degree or Ph.D. from an accredited U.S. or Western European University in Atmospheric Science, Meteorology, Environmental Science (or similar scientific or engineering discipline).

EXPERIENCE:
Shall have a minimum of five years experience in working in air quality monitoring, meteorology or air pollution control. It is unlikely that the Water & Waste Section Head will have sufficient experience for this role without having previous Western experience of air quality work with environmental regulatory bodies, industry or environmental consultants. Good writing skills and fluency in both written and spoken English is a must and hold a valid driver’s license.

Water & Waste Section Head

JOB DESCRIPTION:
The Water & Waste Section Head leads a group of environmental scientists and technicians who are responsible for implementation of the environmental monitoring program for coastal waters, wastewater, irrigation water, groundwater, soils, hazardous wastes, solid waste and noise. Provides technical advice to the Royal Commission on water and waste issues associated with industrial processes, pollution control measures and the impact pollution incidents. Overseas the work of the Marine Ecologist and reports on impacts on terrestrial and aquatic fauna and flora. Shall be responsible for the training and developing techniques and skills of other staff in the Water & Waste Section.

QUALIFICATION:
Shall be a degree holder, preferably a higher degree from an accredited U.S. or Western European University in Environmental Engineering, Chemical Engineering, Chemistry or Environmental Science (or similar environmentally related scientific or engineering discipline).

EXPERIENCE:
Shall have a minimum of five years working experience, three of which in the management of environmental projects. It is unlikely that the Water & Waste Section Head will have sufficient experience for this role without having previous Western experience of water and waste work with environmental regulatory bodies, industry or environmental consultants. Good writing skills and fluency in both written and spoken English is a must and hold a valid driver’s license.

Maintenance Section Head

JOB DESCRIPTION:
The Maintenance Section Head supervises a team of electronics and mechanical engineers and technicians responsible for the operation, maintenance and repair of meteorological/air quality monitoring, environmental laboratory and computer and telemetry equipment. Shall be responsible for ensuring routine maintenance of Contractor vehicles, standby generators and the boat. Shall be responsible for training and developing techniques and skills of other staff in the Maintenance Section.

QUALIFICATION:
Shall be a degree holder from an accredited U.S. or Western European University in Electronic or Electrical Engineering.

EXPERIENCE:
Shall have a minimum of five years working experience in maintenance of with similar equipment and at least three years supervisory experience. It is unlikely that the Maintenance Section Head will have sufficient experience for this role without having previous experience with sophisticated analytical equipment with industry or the equipment service sector. Food writing skills and fluency in both written and spoken English is a must and hold a valid driver’s license.
