A False Flag operation is where one party carries out an act against another party while pretending to be a third party, in order to turn others against the third party.
A good example of this is how the Algerian Army, during Algeria's civil war, on several occasions sent soldiers disguised as Islamist rebels to massacre the population of a village. The army would then go to the next village and say "Look, the Islamists are so bad that they murdered all of your neighbours for no reason... you better side with us and tell us about any Islamists in your area".
In another example, in 1931 the Japanese Army blew up a bridge in a Japanese-controlled part of China. They then declared that this was an attack by the Chinese, and use this as a pretext to attack China.
