To start a site, you'll need a host and at least one page. Upload your page to your host and put it in the appropriate directory(if applicable) and it can be viewed online.
Depending on the purpose of the site, you might also want to get yourself a domain name.
That's a very brief explanation of how to make a site.

Or you can just install a web server (e.g. IIS) on your pc and put up a few pages and images, and give people your IP address so they can browse :)

the web is a big big question, there are hundreds of ways of making a web
