I lived in KSA from 90-00, trust me it's the same. For desis anyway. The key my friend is the money. Goras live like guests and are treated as such, desis are treated like parasites. This explains a lot of the differences. Like alcoholic parties in exclusive foreign compounds. Women driving in those compounds. Such actions are conveniently ignored. As for the other activities you mentioned, most desis are not into such things, therefore most don't even know about them. Regardless, if you want to have fun, you better have a lot of cash to spare!
