You seem to be neglecting the rather well-established fact that the entire time Saddam was gassing Kurds, electrocuting Shias, and butchering Iranians, he was doing so with the tacit approval of the United States…and in fact, was using weapons supplied by his American benefactors for most of his genocidal campaigns.
