What's Khrash Pash... ta raugh naye means you are not sane.. or you are not well... depending on the context. Means you are insane :)

"Khresh Presh" is person who is angry and ready to do something bad. so if someone looks khresh presh you keep away from him.
Probabily you heard this from Pashto dubbing of Shrek on youtube. On youtube the shrek call the donkey "Khresh Presh". He say to the donkey: "Khresh Presh you are insane"

hey its a commmedy dubbing in pushto on the movie shrek. its a slang word in pushto which can b taken in any funny meaning.
