so thanx to a very interesting last over which read W . 1 W 4 1 we have a TIE and now instead of the usual bowl over we have something called a super over

now cricinfo adds:
*If two wickets fall then the team is out and no more balls will be bowled.
In the event of a tie in the super over the team loosing the fewer number of wickets will win. If that is tied there will be a count back to the number of 6's which stands at 7 each and then a count back to the number of 4's which West Indies are leading 13 - 11.*

At the end it was still a tie. So I don't see the purpose of this super over if that won't get a result.

West Indies won the super over and thus won the match. Although the result of the match is a draw.....same rules as a Bowlout since the official result is a draw with Bowlout as well.

Was there any indication of 'super over' in any of the previous ICC committees when rules for Twenty20 were drawn on board?

They have the "super over" in stanford 20/20 and ICC stole it real fast for this 20/20 series. All the ideas these days come from other sources for ICC!

Did they have the super over in Stanford series in one of the side games leading up to the final?

Actually this rule was adopted for that England vs Stanford Superstars according to the Cricinfo match bulletin for the first match.
