I had suspected it'd come to this when Vettori had alluded to "no one has done it before in T20". Younis Khan had tried to pre-empt this by saying the ball gets roughed up, cut and bruised when it hits walls and other hard objects beyond the boundary line.
If there was tampering, then it should've been caught on video. Without evidence, there's no case. If the ball was that badly damaged, intentional or otherwise, then the umpires would have taken note of it and changed it during the play.
