I have not been receiving email notifications for subscribed threads despite subscribing to them and also setting proper email options in account settings. Is this a known issue?

The issue has been reported, recorded, and is a priority. The feature is currently out of order, but will be brought back online in a timely fashion as ongoing updates to the forum are completed.
