One of the main reasons for the turmoil in the tribal areas is the presence of a British era law called FCR. This law has kept tribal areas separate from settled parts of the country, instead of bringing the tribals in the mainstream the government wants to keep them bounded by FCR one way or the other. The recent agreement that the government signed with them prior to repatriation was that Tempe tribals will themselves be responsible for their security as well as the military, and they’ll not be allowed to keep heavy weapons. So is this the result of the zarb e azb? In which country does the army sublet its responsibilities to its citizens?
