Are you not forgetting the other poor countries that are awarded all sorts of help to acquire whatever (warfare) technology they desire? even money is granted to them so they can buy the technology, ammunition and what not. Everybody has their own way of safeguarding their interests and countering the opponent.

China is definitely playing the NK card. They cannot just let it go so easily.
We can start a new thread on this, but I just need little info so did not want to. - Whats the deal with China, Taiwan and US.
