this is “Development Budget” and 210 is actual budget, development budget does not include salaries of staff, running expenses of existing facilities, scholarships etc etc etc

does that mean capital expenditure like money allocated to construct new schools, etc? would be interesting to see development budget of KP for education to compare apple with apple
