i have seen shiaas put these posters and banners of a sketch of a bearded man during the muharram days but never knew who that was supposed to be… 
it's a load of bull, ignore this propoganda, acts like these r committed to mis-lead muslims.
dont be surprised, that picture is of either ali or hussain 
and those are very common in iraq, you can see them pretty often during rallies in iraq…and that is not propaganda, shia fiqh allows such pictures…
I don’t think pictures of animate objects are forbidden for the Shias or maybe it’s just some ignorant people making them pictures, we have people like that amongst Sunnis too, my friends dad has a picture of their Peer on the wall and a Quraan directly underneath it, they even pray Namaaz in that direction without bothering to cover it up, looks proper like a Hindu shrine.
Some people are so sick they think Allah is not enough to satisfy their spiritual thirst so they have to resort to pictures, shrines and idols.
i cant see the pic, but yeah they do have pictures of the Imams(as) in iran and iraq.
Even though Its not against our belief to paint or take pictures, but some shias do believe painting the Imams pictures is abit over the top, esp since we dont know what they look like. Im not much comfortable with the idea myself.
as for shrines, thats a whole different topic.
same here. as kids we were always taught that its almost sacreligious to paint images of these people.
I also don't think it's okay to paint pics of Hazrat Imam Hussain (a.s.).
There was a poll at a shia forum with regard to this topic.
More than 50% of ppl who voted did not like the idea of these paintings/drawings.
