PCG, they are all good ideas. I agree with you that they need to educate the women so they will go to the hospiatl....however, I dont think they have any crime labs in Pakistan or DNA database or a facility that can conduct such tests so the criminals can be implicated. One other reason is the stigma that is attached to the woman who is raped in our society, soemhow she becomes a pariah and she will do anything to hide it so she can live her life.
They do have the facilities. At least in all the major cities they do. Villages, they can't do DNA tests on the site, but they can at least collect the sample from the female, do a bruise check, and send the sample off to a lab in a big city hospital to be run.
I know for a fact in KHI, Aga Khan Hospital has these services. I'm pretty sure Jinnah does as well - my cousin worked for both of these hospitals.
And its the State's responsibility to institute a fast and easy method and inform and enlighten women about what they can do.
The fact is, that despite medical reports that verify a woman has been raped by a particular man, you sometimes have the guy getting away with the crime claiming that she said yes to the act. So the guy's testimony is believed in such cases. Another cousin of mine, she's a lawyer, was telling me of these types of cases that are pretty rampant.
