I think they are applied in Pakistan actually, and yet its such a pity that girls do their hundred percent to maintain their dignity, and yet guys still manage to get away with their crimes.
The precautions I'm talking about are travelling in groups and with males (family members, etc), not travelling out at night unless with a man (and hell, even in khi, I wouldn't recommend it if a girl had a pack of 8 guys with her), keeping yourself covered (i.e. wear chaddar in bazaar which is invariably filled with perverts who hang around looking for girls), not talking to strangers, not going around with strangers, etc.
I would say the only precaution I don't see Pakistani women adopting, which would not be a bad idea to instituionalize, would be how to physically fight an aggressor (like rape protection classes).
Oh and also the state really should be informing every female that the moment she gets raped, she needs to take herself to a hospital and get the semen samples examined, and also get a rape check-up to verify that she was raped. So she can use it in court.
