I don't get what the technical roadblocks are to increasing power generation in Pakistan? Putting political roadblocks and corruption aside, why can't engineers just generate more energy?

Pakistan need to spend Rs. 25 Billion to update its infrastructure and transmission systems. However the poor country doesn't have that money. Our priorities are to feed IPP with circular dept and Metro Bus and Train projects.
If we lost Rs 35 Billion in Nandipur project that failed on 5th day of its inauguration, so what. SH++ happens. No investigation required.
