Nikah on phone is valid if the girl appoints a wakeel who is physically sitting in front of the groom when the phone ceremony is going on.
Yes, a re-nikah can happen if desired.

so if a wakeel appointed by gal is not physically present inf ront of groom at the time of nikah then nikah is not valid? if nikah is not valid in this scenario then is it still valid for paper purposes? if not valid for paper purposes then y do ppl do it if it's not valid in islam/for paper purposes w/o physical presence of wakeel in front of groom at time of nikah?

It is valid and is recognized by most of the scholars around the world. Not sure if getting it done again is required.
on the side note and as a word of advise, if you don't know the person/family personally, don't do the nikah over the phone. :)

I am no scholar but the answer is not complete. Before nikah, girl is anyways not in the same ‘majlis’ .. she is sitting in another room and her wakeel comes to the groom.
Chaachi, wakeel needs to be physically present in front of the groom.

A question. Why would people hurry things and get Nikah done through phone? Isn't there a saying that goes something like "Jaldi ka kaam Shaitan ka hota hai"?

Well, as Chaachi is implying, many people do it when groom is overseas and they want Nikah papers to start the immigration process for the bride.
