I think that she isn't talking about doing the Nikkah for religious reasons, but more fore legal ones, i.e. to get him into the U.S. as her husband.
I'm assuming that if the "nikah over the phone" thing allows her to get her fiance to the U.S. they're planning on having an actually, islamically recognized nikkah then.
Is my assumption correct Gone?
