Why are Nigerians (and other African nationals generally) so active at internet scams?

Poverty and desperation makes you do desperate things… 
Mind you hats off to thier clever skills most of thier victims are stupid westerners anyway… 
If i was in the shoes of an average Nigerian i would try the same ploy make sum money and then move up the levels of crime till i was top dog and then retire in comfort.
