Islamic relief and helping hands, both are USA based and do ddistribute qurbani meat to Syrian refugees. Do a Google search to go to their websites. Helping Hands has a good friend of mine as one of the directors, so I know they are legit.

Helping hands is more effective in South asian countries in particular especially Pakistan.
Islamic Relief is run by people from Arab countries and most of their workers are from there too so that should be the way to go. My only problem with doing qurbani thru them is I dont know if they'll be doing all the arrangements like the way we usually do for example taking names for whom its done, doing proper niyyah etc. I know we can do it in our heart but since its qurbani for eid not a sadqa i think the proper protocol should be followed

@SID_NY. I do my qurbani through Hidaya.org and send the meat to Pakistan. They ask for names of each person for whom the qurbani is done. They also have a note section in which I always write the timings of my eid namaz and my time zone, and ask them to do qurbani after that time. Only Allah knows if they follow the instructions or not.

I've tried Hidaya, Helping Hands and Islamic Relief - all of them are good. As SID mentioned, Islamic Relief is based off Arab countries, so that is what I will be choosing this year as well for Syria...
