True that!
But top 3 teams in this table are top 3 teams in ODIs.
If Pakistan can defeat South Africa, they might be just able to grab the number 2 spot.
Actually Pakistan has played quite alot against Australia, South Africa, Srilanka in the past 2 years and yet they still able to maintain the number 3 spot.
But you can't say the same thing about India, who has mainly played England, Westindies and Zimbabwe for the past 2 years and yet they are so low.

Actually Pakistan has played Zimbabwe 7 times in the past 2 years, Kenya 4 times, and Bangladesh 3 times.
On the other hand Pakistan has played Australia 11 times, South Africa 13 times, And Srilanka 24 times.
So most of Pak's matches came against 3 quality attacks. And yet Pakistan is able to maintain number 3 spot.
Does that mean pakistan has played more than 80 onedayers in last 2 years..Considering that they have played few against NZL,ENG etc.
