Today New rules are going into effect for those travelling to Mexico or Canada.
If I’m reading right, everyone needs to take a passport or drivers license.
Isn’t that what was always required? What exactly is changing?
Another thing, my husband applied for citizenship here last year. He has a New YorK state Drivers license now and his Permanent resident card and a SSN #. His passport is Canadian.
He has all his important documents.
We’re going to be flying to Toronto in a couple of weeks, is this going to affect us at all?

I am a US citizen and my wife has a Green Card. We went to Canada by road last week and upon re-entering the US, I asked the lady at the Customs about this new rule and she said that Green Card holders will not need anything else.
I guess what’s changing is that before today, US citizens could cross the border by road or sea with an ID and a US Naturalization or US Birth Certificate. Now a passport is necessary. Green Card holders will not need any other documents. Just make sure your husband takes his Green Card with him when you travel.

Travelling by road you can also use the new Passport Card in leu of the passport book. But by air you need a regular passport book. This rule was changed a while back, before which you could use your drivers license and birth certificate. I don't know from that link what the new rule is.
Technically your husband doesn't even need the green card with the Canadian Passport, but take it just in case (as they might get you for fingerprinting law which is valid for some countries including Pakistan).
